Businesses and residents located within a mandated community are required by law (the Municipal Waste Planning, Recycling and Waste Reduction Act 101 of 1988) to recycle and separate leaf waste from other municipal waste. The City of Williamsport is one of the mandated communities. Mandated communities are established from the population and population density by square mile data collected by the recent US Census.
According to Act 101, Chapter 15:
A municipality other than a county that has a population of more than 5,000 people but less than 10,000 people and that has a population density of more than 300 people per square mile shall establish and implement a source separation and collection program for recyclable materials in accordance with this section.
The municipality must adopt an ordinance or regulation requiring all of the following:
Requirement – Residents must separate leaf waste from other municipal waste, unless those residents have otherwise provided for the composting of leaf waste.

Yard Debris Pick-up is April 27 and runs to May 11, 2019.
