Item 2. 800 Park Place LLC
800 W 4th Street
64-002-101 1865 Herdic House-Park Home. Two story brick
Victorian Hotel of the Italianate style. Paired brackets supporting
eaves, decorative carved, arched lentils, and brick quoins. Large
porches with arches. Designed by Eber Culver for Peter Herdic.
Remodeled as Park Home 1940. Originally four stories, top two
removed but retains integrity. Subject of a demolition State
Preservation Law case. Park Home vs City Wmsport
A. Remove steeply pitched iron exit stair on east side. Construct
new stairs similar width but with a lesser rise. Build with P.T lumber
stringers and risers and composite treads.
Finish with custom made wrought iron railings that match other
rails on the building. See attached drawing.
B. Paint-colors: Same as previously approved, existing.
Possible Standards: #2….character of a property shall be retained and
preserved. The removal of historic materials or alteration of features and
spaces that characterize a property shall be avoided. #6…if severity of deterioration requires replacement of a
distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and,
where possible, materials.
Item 3. Transitional Living Center
900 West Third St.
65-005-216 1885 Large two and one half story brick
Victorian Queen Anne style house with a multigabled slate
roof. Three story tower on southeast corner with mullioned
windows at the top, decorative brick panels. Mullioned gable
windows. Two large arched windows on second floor, with
stone keystones. Fan light in center of the front. Entrance
has sidelights and transom. Wrap around porch with a
pedimented front and large columns. First floor protruding
bay on east side.
A. Prep and paint with previously approved colors (COA June 21, 2011) Benjamine Moore HC-172
Revere Pewter, Green HC-133 or HC-135 Lafayette Green (trim)
Possible Standard: #2….character of a property shall be retained and preserved. Painting is a recognized
preservation technique and should be completed in gentlest means possible.

1052-1054 Vine Avenue
66-012-122 1890 Two and one half story wood clapboard Victorian eclectic house with multigabled
slate roof. Cornice window heads, bracketed roof, and sun burst gable trim on wooden front porch. Four
by three bay. Wooden turned posts and railing on porch. Condition?
A. Remove existing 3 tab asphalt roof. Repair any damaged
soffit, fascia, eve trim with wood to same as original
appearance. Install Landmark or GAF Timberline NS,
Architectural Shingles, of a slate or slate-gray color on all
roof areas. Include dark drip edge.
B. Install ½ round gutters and round downspouts. Brown or
painted brown. Aluminum or galvanized material.
Suggested Standards 5. Distinctive features, finishes, and
construction techniques or examples of craftsmanship that
characterize a property shall be preserved. 6. Deteriorated
historic features shall be repaired rather than replaced. Where …
deterioration requires replacement, the new feature shall match
the old in design, color, texture, and other visual qualities
Replacement of missing features shall be substantiated by
documentary, physical, or pictorial evidence. NOTE: This is a
renewal of COA’s from 2017 and 2023, that have expired.
