A. Remove existing asphalt roofing. Replace sheeting as needed. Install Certainteed Architectural
Landmark Lifetime Shingles – Moire Black, with ridge vent and drip edge
B. Remove existing white K gutter. Replace with new K gutter and downspouts color- same
C. Install one 25″x48″x.75″ MDO two sided flat non carved sign supported by 2 square posts wrapped
in vinyl sleeves. Sign to have black vinyl background with off white and yellow lettering and accents
….OR Install one 41.25″x48″x.2.5″ HDU two sided carved sign same colors as above but with auto
clear coat and gold leaf instead of yellow. Both designs include the small hanging sign at bottom with
off white background and black lettering.
D. At the rear and sides of the property line. Remove existing fence. Install a black commercial grade
aluminum fence, 4 ½’ high, spear top, similar to the new Ways Garden fence.
E. Remove existing non compliant ramp. Install a new wood PT ramp over the existing ramp, adding
a new section to meet pitch. Location is at rear & east side and needed to meet ADA requirements.

A. Repair fire damaged roof structure. Remove existing shingles. Install slate look metal replacement
roofing Erie Roofing manufacturer, Alpine Green color with all recommended trims and Rhino
membrane.
B. Repair as needed all damaged wood trim, brackets, doors and rusticated siding to match original in
wood material and appearance.
C. Paint building same colors as existing. Body 1001-3a Velvet Beret Trim Awe- 8002-9A (same as
existing) and gold accents.
D. Replace 4 rectangular front wood windows, 2 pointed arch-Cathedral windows (3rd floor) and 1
formally glass block filled irreparable windows with made to wood order replacements that match the
existing pane style, profile and fit the existing openings.
E. Install new ½ round gutters and round downspouts with galvanized or steel, painted to match fascia
trim. Copper gutter is also an acceptable material.

A. Install Red Brick color Ply Gem brand Mastic Carved wood•44 double four siding over the framed
wall on the east side. Include all needed matching trims.

HARB MINUTES
Present: Anthony Visco, Mary Rucinski, Dante Elion, Hannah Ramsauer
Property owners in the Historic District must obtain a Certificate of Appropriateness (COA) before
performing exterior alterations, repairs, improvements, demolitions, or construction. There is no fee for a
COA. Applications are available at Historic Architectural Review Board (HARB) – City of Williamsport
Applicants should include photos, drawings, and any information to clarify a project. Submit at least one
week before the HARB meeting. Meetings are held monthly, usually on the 3rd Tuesday, in Trade & Transit
II-144 West Third Street at 6:30 PM. A representative of the applicant should attend. City Council actually
issues COA’s. Applicants can discuss their request with Council if they disagree with HARB’s
recommendation. To do this contact the City Clerk immediately after the HARB meeting. Approved COA
work must begin within six months of the approval date and be completed within 2 years. A COA is not a
Building permit. A Building Permit is obtained from the Codes Office.
Mr. Visco called the meeting to order at 6:35 PM at the Trade &Transit II 144 West Third Street.

Possible applicable Standard #2-Removal of distinctive materials or
alteration of features, spaces and spatial relationships that characterize a
property will be avoided. K-Style Gutters are often found in 1945 and
newer buildings.
Ms Gretchen Jones was present. She is purchasing the property for a Hair Salon. Mr. Visco reviewed
the items noting this church is not a Victorian. The roof is old. The gutters in poor condition. In a newer
building K gutter is acceptable. A new ramp is needed to meet Ada requirements. Signage will be in the
front. Colors as noted. H. Ramsauer made a motion to accept a b c d e. D Elion seconded. T Visco

Two and one half story Victorian eclectic house with
rusticated siding. 4 by 2 bay. Multi- gabled asphalt
roof. Pointed windows in attic, first floor windows
are tall and thin, one over one double hung.
Bracketed flat lentils on second floor with lentils.
Double entrance way & transom. Wood porch with
tapered round posts and arches set upon cement deck. Pediment has decorative carving over the entrance
way porch. Rear garage. Out building facing Acme Place. Quoins added. Extensive fire 2023.

Note: Standards: see Preservation Briefs 16-Use of Sub Material- Metal is mentioned as possible roof substitute &
#9 – Repairing Historic Windows. Sec Stands. #5. Distinctive features, finishes, construction techniques or
examples of craftsmanship that characterize a property shall be preserved. #6. Deteriorated historic features shall
be repaired rather than replaced. Where deterioration requires replacement, new shall match the old in design,
color, texture, other visual qualities and, if possible, materials.
Mr. Steppe was present. He brought a metal roof sample. Board noted the requested colors had been
approved before. Mr. Steppe said he has a wood shop and will build the replacement windows himself to
fit the openings. Additional work on the rear garage is needed. LP Stone board is a possible substitute
material to be considered later. Any mentioned ½ round gutter materials will be appropriate. D Elion
made a motion to accept a b c d e. H. Ramsauer seconded. Recommend approval with all ayes.
Item 4. Millionaires Row LLC (Continuation of repairs to fallen brick wall)
761 West 4th Street
65-03-102 1880 Three story brick Victorian commercial style building.
Decorative cornice on top story. Decorative brick on front facade, flat roof,
symmetrical floor plan, and one over one windows.
A. Install Red Brick color Ply Gem brand Mastic Carved wood•44 double four
siding over the framed wall on the east side. Include all needed matching trims.
Joseph Cipriani was present. He said he tried to submit an app but it wouldn’t go through. Because this
was an emergency repair (brick wall fell) board will review. Mr. Cipriani said the wall is framed up and
wants to finish it with dark red Ply Gem Mastic Carved wood•44 siding, double 4”. The area is about 32’
x 36’ and has an 18” gap between two buildings. The siding is a dark red and shouldn’t be very visible
from the street. D Elion made a motion to accept, H. Ramsauer seconded. Recommend approval, all ayes.
Item 5.Boomtown Rentals LLC
741 West Fourth Street
65-003-143 1888 Addison Candor House. Two and one half story brick
Victorian eclectic building with a straight-sided mansard roof. Roof
dormers with different type gables. Gothic, stick style, and Italianate.
Arched windows with patterned brick window heads and belt courses.
Porch with pedimented gable and turned posts. Triple hung windows
on first floor. Built by Addison Candor, lawyer.
A. Install galvanized 6” ½ round gutters and 4” round downspouts, painted to match trim.
Joseph Cipriani added a request for gutter replacement, noting he could not submit the application on
line. Wouldn’t work. It is to install galvanized ½ round 6” with 4” round downspouts, painted same as
trim color. H. Ramsauer made a motion to accept, D Elion seconded. T Visco abstained. Recommend
approval with all ayes.
