A. Tear off existing tarp, damaged asphalt or slate roof materials from the house and porch. Install
ice and water shield and new Architectural Shingles, color-slate stone gray, dark aluminum drip edge,
and shingle-over ridge vent. Include aluminum flashing as needed.
B. Repair rotted wood in soffit/fascia areas (esp front east roof corner) using wood, matching existing
appearance. Install ½ round gutters and round downspouts where needed. Brown aluminum or
galvanized materials painted brown.
C. Remove existing front steps and step railings. Install new step treads and risers approximately the
same width as the existing, with proper tread and riser height. Construct with 2 x12 stringers, 2 x10
bull nosed treads, closed risers. Build with pressure treated lumber. Prime&paint: dark red burgundy.
D. Install new handrails down both side of new steps. Include traditional top and bottom rails with
spindles of sufficient width, turned or 2”x2”square, closely spaced in the rails. Spindles are Not to be
face-nailed to the railings. Paint-color: Dark red burgundy or off-white
E. At rear, first floor enclosed porch wall, complete installation of clapboard siding using material
matching the existing (a HardiBoard or similar material).
F. Replace or repair damaged/missing lattice on rear enclosed porch. Tight-weave wood or vinyl
lattice. Framed and secure. Burgundy or Off white color

A. Replace previously approved (2009) stockade style fence with same-up to 6’ in height. Stain
medium color

718-720 W 3rd Street
A. Renew COA of June 19 2018 – Remove west porch front steps. Rebuild with exterior grade
lumber, bull nosed treads, closed risers. Paint gray. Install railings on porch exit steps. Style similar
to the (old)existing porch railing and spindles.
B. Remove rotted wood/plywood porch deck. Install exterior grade fir or mahogany wood tongue
and groove deck.
C. Repair rotted porch ceiling, railings, spindles, columns, porch trims with wood, to same as
original appearance.
D. Repair rotted wood in soffits, eaves, fascia, with wood, to same as original appearance.
E. Repair boxed gutters, include applying a sealed waterproof membrane lining the gutter and
installing new round aluminum or galvanized downspouts as needed.
F. Repair porch lattice and framing with same style lattice (tight weave). Paint black
G. Paint all previously painted areas and new wood surfaces. Revised Colors 2025 -New England
gray body, dark brown- foundation area, and slate for trim
H. Install black architectural shingles on the rear carriage house only.
I. Install new overhead style garage door. Paint black.

HARB Meeting Minutes August 19, 2025
Meeting called to order at 6:35pm. Present: Nan Young, Tony Visco, Dante Elion, Mary Rucinski
Property owners in the Historic District must obtain a Certificate of Appropriateness (COA) before
performing exterior alterations, repairs, improvements, demolitions, or construction. There is no fee for
a COA. Applications are available at Historic Architectural Review Board (HARB) – City of
Williamsport Applicants should include photos, drawings, and any information to clarify a project.

Submit at least one week before the HARB meeting. Meetings are held monthly, usually on the 3rd
Tuesday, in Trade & Transit II-144 West Third St. at 6:30 PM. A representative of the applicant should
attend. City Council issues COA’s. Applicants can discuss a request with Council if they disagree with
HARB’s recommendation.

65-004-103 1895 Brick, two and one half story Victorian eclectic
house with a multigabled (partial) slate roof. Roof dormers with
mullioned windows. Two story protruding bay in front, and on each
side. Wrap around porch with square posts, enclosed at the apron
(bottom) with fish scale siding.

Possible Standards: #2….character of a property shall be retained and preserved. The removal of historic

materials or alteration of features and spaces that characterize a property shall be avoided. #6…if severity of
deterioration requires replacement of a distinctive feature, the new feature shall match the old in design,
color, texture, and other visual qualities and, where possible, materials. NOTE: App included a request for a
carport. No information was provided with the app or after needed information was requested

Board noted the existing slate roof is in poor condition. A large tarp covers the east side. Some slate is
already replaced with architectural shingles. Shingle color selected is Slate Stone Gray. Existing front
step railings are face nailed. Mr. Visco explained the new rails need a top and bottom hand railing and
the spindles may not be face nailed to the railings, like the existing ones are. He suggested Lowes or
other stores should have appropriate step railings. A few repair items (soffit, lattice, clapboard) were
reviewed and added. Ms. Walker has not selected a contractor and Mr. Visco said if a contractor has any
questions please have them contact HARB. Ms. Rucinski had notified Ms. Walker that a request to
construct a car port could not be reviewed tonight because the requested information on the location,

size or material was not submitted. Ms. Walker clarified she wants to keep an existing shelter on the east
side. It is made with metal pipe supports and a (tarp?) covering, to store things. HARB was still unable
to review this request as insufficient information is available. The structure is visible from W 3rd St. Nan
Young made a motion to recommend approval of ABCD. Mary Rucinski seconded. All ayes. Mary
Rucinski made a motion to recommend approval of EF. Dante Elion seconded. All Ayes.
Item 3. Herdicville Properties (Cipriani)
840 West 3rd Street (aka 842 w3rd)
65-004-104 1895 Two and one half story brick Victorian eclectic
house with a slate pyramidal roof. Arched, wood window heads
and doorway. Door sidelight. Front porch has cement block base
and flared columns.
A. Replace previously approved (2009) stockade style fence with
same – up to 6’ in height. Stain medium color.
The request is to replace a previously approved, now deteriorated, stockade fence. The work is the
same. Mr. Visco recommended a medium stain rather than paint. Nan Young made a motion to
recommend approval. Dante Elion seconded. All ayes.

718-720 W 3rd Street
65-003-209 1875 Victorian Second Empire 3 story double house. Brick with an asphalt mansard roof.
Protruding two-story center bay with cupola. Pedimented window heads. East Porch has a circular front
and square posts with turned double railing. East Porch style revised to match west porch coa 2022.
Built in gutters. Designed by Eber Culver for Peter Herdic Note 721 Acme Place is behind 720 W3rd
