B. Remove loose or damaged stucco. Prepare and patch per accepted masonry standards, with proper
mixes of portland, sand, lime and bonding agent. Finish coat to match original. Paint with colors to
match existing stucco walls.

A. Remove old roofing including metal roofing and asphalt shingle, from all roof areas as needed.
Repair any damaged surfaces in preparation for installation of EPDM, black, roofing system. Install
EPDM on all areas not suitable for shingles.
B. Any damaged or missing fascia at replaced roof areas will be repaired or replaced with like
appearing trim. This includes front bay window.
C. Install Certainteed or equal charcoal gray architectural shingles on any area visible from the street,
with a slope 3/12 or greater.
6. Herdic House Miele-Elion
407 W 4th Street
A. Install .060 EPDM over all low pitched roof areas. Include fiberboard base. Secure mechanically.
All per manufactures specifications.

Present: Anthony Visco, Mary Rucinski, Nan Young, Dante Elion.
Mr. Visco called the meeting to order at 6:35 PM at the Trade &Transit II 144 West Third Street. Board
welcomed newest member, Dante Elion.
Item 1. Review minutes from October 15, 2024
Motion to accept was made by Mary Rucinski, Seconded by Nan Young. All ayes.
Item 2. James Haywood
1057 West Fourth Street 66-012-108 1870 Nelson Byers House. Large two
and one half story stucco Victorian eclectic house with a multigabled roof.
Large front porch with a stone base, paired columns and railing. Two story
protruding front bay. Roof dormers and decorative cornice. Built by Nelson
Byers. Rear additions added to second floor. Finished with vinyl siding-2008.

Possible Standards-#2-The historic character of a property will be retained/preserved. Removal of
distinctive materials or alteration of features…that characterize a property will be avoided. #5.
Distinctive features, finishes, construction techniques, examples of craftsmanship…shall be preserved.
#6. Deteriorated historic features shall be repaired rather than replaced. Where…deterioration requires
replacement of distinctive feature, new to match old in design, color, texture, visual qualities and, if
possible, materials.
Mr. Haywood was present. The building has no spouting. Water is damaging the stucco. Mr Visco said
the original request was for K-gutter, which is not recommended by NPS or Wmsp Prop Owners Guide.
K-style gutters were developed in the 1950’s and are for houses from about 1950 on. Mr. Haywood
revised his original K gutter request to 5” ½ round aluminum gutter with round downspouts. It was
noted that galvanized costs more that aluminum and K gutter is cheaper than ½ round aluminum but K
gutter is not an appropriate style. A motion to recommend approval of ½ round aluminum to City
Council made by Rucinski, seconded by Elion. All ayes.

967 West Fourth Street 65-005-127 1868 The Joseph Bartles House. Large
two story Victorian house known as “Stonehurst.” Built of brown stone
quarried in Newberry. Has thick decorative cornice with supporting brackets.
Thick, arched stone lentils. Protruding first floor bay. Decorative arched front
porch. Built for Joseph, Charles & Alma Bartles

characterize a property shall be preserved.
Mr. Haywood was present. He is not sure shingle will be needed but will install if slope requires it. A
contractor bid notes “There is old metal on some slopes, metal on a flat slope that should be EPDM and
then a slope that is shingles and some other small bump-outs with shingle. The shingles seem to have
been done at different times… are different colors of shingles installed.” The roof pitches on this
property are shallow. The front bow window has metal but is flat. Visco made motion to recommend
the request for approval. Young seconded. All ayes.
Item 4. Enrique Castillo
324 Walnut Street
65-002-311 1900 Three story stucco Victorian eclectic with Italianate
influences. Flat roof with large eaves, heavily bracketed cornice, two
belt courses, wood window frames of predominately 6 over one pane
style. Three story porches front & rear.
Note: This request to revise a Sept 2024 COA was pulled from the
agenda by the property owner. More information is being gathered for
next month.
Item 5. Mirabito Properties inc.
935 W 3rd Street
65-005-210 ca 1910 2 story with Italianate
influences. Decorative front cornice. Wide eaves. Integrity is poor.
Front is vinyl sided w/permastone
A. Demolish deteriorated property.
B. Return with plans for a compatible plan for a new structure that meets the general requirements of
the City Historic Property Review Guide, Section P. Infill.
Note: The owner agreed to postpone this review until a HARB inspection can be held. Demolition is
irreversible and a site visit by HARB is needed. (Next Tuesday 1-28-25 1:00 verify this) Mr Mirabito
agreed. He said they hoped to renovate part of the building but it is in worse condition than anticipated.
Rotted wood, foundation damage, where there is a foundation. Some joists are almost resting on the
ground, no basement on most area. He said it will be a hardship to rehab and its condition merits
demolition. NOTE: Harb inspection 1/28/25. The interior is stripped. There are holes in the floors,
subfloors, one area of T&G remains, no trims, electrical or plumbing inside. The basement covers a
portion of the floor area. Part of the home is built over dirt. Stone foundation has cracks. The exterior
has some potentially salvageable trim (could also be replicated) in the cornice, soffit/eave and window
sill/lintel areas. The original clapboard is covered with aluminum siding and permastone on the front.
The porch is a concrete slab. A rear section of the building was torn off for safety reasons a few years
ago. See photo. Board agreed condition warrants demo and voiced support for this action if the
replacement design is compatible. HARB wants to review the proposed design asap.
Item 6. Herdic House Miele-Elion
407 W 4th Street 65-001-201 1855 Peter Herdic House. Two story stucco
Victorian Italianate mansion. Thick wood cornice, and arched wood window
heads. Was in very poor condition, near demolition, but was saved and
extensively restored. The Cupola was replaced. Designed by Eber Culver for

base. Secure mechanically. All per manufactures specifications.
Photos show the existing roof is asphalt, very flat, and in need of repair or replacement. Rucinski made
motion to recommend the request for approval. Young seconded. All ayes. Elion abstained.
Item 5. Review final? draft of the revised Ordinance with Comments
The comments from Frank Grumbine PA SHPO were reviewed. HARB was not at the meeting with
Mr. Grumbine. Mr. Visco suggested a phone conference would be helpful to answer some of our
questions. For example, some comments referred to items that were required when the city was a
certified CLG. HARB doesn’t know the cities current CLG status or CLG requirements. Some
comments refer to composition and clarity rewrites that the consultant should address. Suggestion that
HARB not review colors raised questions. Also the codes office is part of the ordinance. Input from the
codes office would be welcome.
Item 6. Review Preservation Brief No:16 on material substitutions.
The updated Brief discusses use of substitute materials on historic building exteriors and how they can
be used in ways consistent with preservation standards. It emphasizes the importance of matching
visual and physical properties to maintain historic integrity and provides guidance on evaluating and
selecting substitute materials, considering the physical and visual properties of both the original and
substitute materials.
Item 7. Any Other Business
Many student rental signs are being put up again. Is a sign permit still needed? Can but ask Codes.
