A. Remove four front damaged entry columns. Replace with new columns of wood or of Fiber, Perma
Cast Plus material. Replacements must match shape and diameter of existing columns. Remove existing
concrete supports.
B. Install columns on new concrete bases, similar to original. Sono tube, 16” and 42” in depth.

Property owners in the Historic District must obtain a Certificate of Appropriateness (COA) before
performing exterior alterations, repairs, improvements, demolitions, or construction. There is no fee for a
COA. Applications are available at Historic Architectural Review Board (HARB) – City of Williamsport
Applicants should include photos, drawings, and any information to clarify a project. Submit at least one
week before the HARB meeting. Meetings are held monthly, usually on the 3rd Tuesday, in Trade & Transit
II-144 West Third St. at 6:30 PM. A representative of the applicant should attend. City Council issues
COA’s. Applicants can discuss a request with Council if they disagree with HARB’s recommendation.

story brick Victorian eclectic building with a straightsided mansard roof. Roof dormers with different
type gables. Gothic, stick style, and Italianate.
Arched windows with patterned brick window heads
and belt courses. Porch with pedimented gable and turned posts. Triple hung windows on first floor. Built
by Addison Candor, lawyer.

Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration
requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture,
and other visual qualities and, where possible, materials.

house. Protruding corner bay topped with roof dormer. Front
roof dormer with carved wood gable and turned posts on the
porch. Multi-gabled (new) slate roof with a triangular dormer
on northwest end of house. Patterned brick and terra cotta tile
insets around building. Large front porch with turned posts and
latticework at top. 2020 Porte cochere rebuilt and extended on
east side Decorative chimney on west side. Designed by Eber
Culver for E.A. Rowley, a partner of A.D. Hermance.

Tate real estate was sent a notice by e mail & mail that more information about proposed slate roof removal
was needed and to contact me. Update. Tate real estate was sent a notice by email & mail that the board
needed more information about the proposed slate removal. Mr. Tate responded that he will try to repair the
slate and withdraws this application at this time. . Motion to remove from agenda, All Ayes.

65-004-107 1890 – Renovated brick carriage house at rear of main building. Clipped gable, large 2 story
entry supported by 2 rounded and 2 half pillars on concrete bases, trim brackets and sunburst over entry..

Mr. Cipariani asked to present this item as it is a possible
emergency. Request is to remove 4 round columns from
carriage house entry and replace with similar columns, plain,
rounded, same size using PermaCast fiber replacements. The
item was reviewed and replacement material can be used if it
matches the originals. Columns are on a concrete base that needs replaced. Mr. Visco recommended Sono
tube and installed 42” to be below frost line. Nan motioned to approve, Dante 2nd, All Ayes.
Item 7. Any other business
An email from Madeline Reighard was received referencing a Codes deadline of March at 1022
West Fourth, the former Mussina House. I explained the HARB process and how to submit an
application. She could come to this meeting to discuss the issues if she wishes. (Did not attend)
Other proposed additions to the May agenda will not be reviewed tonight. Will be on next months
agenda. 1006 W 4th /405-407 5th Avenue. The property owner must submit an application.
