The meeting was called to order at 6:38pm with the following members present: Dante Elion, Nan
Young, Tony Visco-remotely by facetime.
Item 1. Review minutes from April 15 2025
Item 2. Ourse Group LLC
1025 West Fourth Street
66-012-103 1865 John G. Reading House. 3 story Victorian, Second
Empire house with wood rusticated clapboard siding. Straight-sided
mansard (Slate replaced with Carriage House shingles in 2005) roof.
Protruding first floor bay on side. Pedimented window heads, paired
brackets supporting eaves and wrought iron trim along roof of porch. Condition
and integrity excellent. Built by John G. Reading, lumberman, friend of Marlon
Fischer.
A. Install mechanically fastened rubber roofing as needed on flat roof areas. If
any metal cresting is disturbed it will be reinstalled.
B. Repair existing rear 3-story fire escape, with wood, same as existing.
Possible applicable Standard #2-Removal of distinctive materials or alteration of features, spaces and spatial
relationships that characterize a property will be avoided. #9 …exterior alterations…shall not destroy historic
materials that characterize the property. be compatible with size, scale, and architectural features…protect the historic
integrity of the property.

Tabby Nassberg was present. Board reviewed the replacement of the membrane roof at the lower back
porch and reviewed the minor repairs to the wood treads that require replacement to the existing fire
exit. No real concerns – therefore Motion to Approve was made by Tony Visco and seconded by Dante
Elion to approve items A & B. Vote 3-0
Item 3. Enrique Castillo
TABLED
324 Walnut Street
1900 Three story stucco Victorian eclectic with Italianate influences.
Flat roof with large eaves, heavily bracketed cornice, two belt
courses, wood window frames of predominately 6 over one pane
style. Three story porches front & rear. Revise Sept 2024 COA for
repair of the mansard:
FYI – Owner said he has substantial changes to make to the following items
from the last, unapproved, review. He will bring updated information to the
May 20, 2025 meeting

A. Remove the Mansard roofs.
B. Install manufactured wood trims at mansard area.
C. Any rotted wood trim pieces on the building above 1st and 2’d floor will be replaced with like
material and look the same as original
D. Remove loose or damaged stucco. Prepare and patch per accepted masonry standards, with proper
mixes of portland, sand, lime and bonding agent. Finish coat to match original.
E. Paint building-Ben Moore Manchester Tan HC-81 body, Ben Moore Mayflower Re HC81, trim.

Standards:#5. Distinctive features, finishes, construction techniques or examples of craftsmanship that characterize a
property shall be preserved. #6. Deteriorated historic features shall be repaired rather than replaced. Where deterioration
requires replacement of distinctive feature, new shall match the old in design, color, texture, other visual qualities and,
if possible, materials.

Enrique Castillo was present and when asked what he intends to do he wasn’t really sure. Therefore T
Visco suggested that in two weeks he would meet with him at the site or at office to help him develop a
plan suitable to present to HARB. E Castillo was more than agreeable. Therefore, with the owners
agreement, a motion was made by D Ellion to table this item until HARB June meeting and seconded by
N Young. All ayes.
Item 4. Mirabito Properties inc.
932 W 3rd Street
65-005-210 ca 1910 2 story with Italianate influences. Decorative cornice. Wide eaves. Integrity is
poor. Vinyl sided with permastone.

B-201

A-201 amend to include BAY WINDOW depicted in B-201

A. Demolish deteriorated property.
B. Retain and reuse any salvageable original trims such as corbels, brackets…
C. Construct new replacement building with elements of Italianate style, using A-201 with the addition
of the Bay Window depicted in B-201, of the provided elevations.
D. Materials are LP Smart siding on exterior walls. Style:
Color:
Texture:
E. Architectural shingles or rubber roofing

F. Block foundation
G. Other materials to be determined Return to HARB
Standard – A compatible plan for a new structure that meets the general requirements of the City Historic Property
Review Guide, Section P, Infill

Mr. & Mrs. Mirabito were present. The board reviewed the drawings that were included in the request
for demolition. We as a board had visited this site some months ago to better understand the buildings
condition and that a substantial portion of the building is not on any type of foundation. The floor system
must be totally replaced but since there is no foundation this cannot be accomplished. There were two
exterior elevation options provided and we (board and the Mirabito’s) agreed to use option A-201 but
add the first floor Bay window from option B-201. After much discussion the board suggested that we
approve items A-Demo, B-Using salvaged materials where possible, C-Construction based on A-201,
Italianate style, with the addition of the Bay window from B-201, and G-block foundation, at this time.
Tony Visco made a motion to approve A, B, C, and G as discussed and to hold back on D, E, and G until
a later meeting date as suitable to allow progress with the project. D Ellion seconded. Vote 3-0
HARB did request further elevations for the sides and rear of the proposed building.
Item 5. Francis & Amy Bennett
754 W Third Street
1889 Three story, brick and wood, Victorian eclectic house.
Two by two bay, multigabled asphalt roof. Clipped gable roof
dormer with triple, rounded head mullioned windows.
Bracketed gable with wood shake shingles, and diagonal
mullions on triple window. One half circle window on west
side and one story protruding bay on west. Two story
protruding bay on east with tent roof. One over one double
hung windows. Wooden porch with round wood posts and
balusters. Lattice under porch. Pedimented entrance way.
Wrought iron railing front steps
A. Replace rotted wooden shakes on exterior with new wood shakes, same as existing originals.
B Replace any damaged or missing gutters and downspouts with ½ round gutter and round downspouts.
Aluminum or galvanized. Color: brown or match trim
C. Repair rotted porch railings with wood materials matching the existing in appearance and detail.
D. Prep exterior for painting. Valspar Paint colors: Ivory Lace 7003-6-Window Trim, Plum Dandy
HGSW6284-Body Color and Lotus Flower-HGSW6310-limited accents. Verify locations of Lotus
Flower
FYI: Previously approved colors (2007) are St Martin Sand 2164 Body, Cool Lava 2088-50 Neptune Green
Accents and trim

Frances and Amy Bennett were present. Their contractor (Denny Smith, per the application) was also
present. The board reviewed the items presented. There was a more detailed discussion regarding some
of the rotted porch columns. The contractor explained that all deteriorated conditions were at the column
base which is square and easy to match. Colors Selected: Ivory Lace 7003-6 (Valspar) – Window TrimPlum Dandy HGSW6284 – Body Color and Lotus Flower HGSW6310 – accents. T Visco noted Lotus
Flower is a dull pink, and requested that he be contacted when painting was underway to ensure its

limited use. There was some confusion as to exactly where this accent color would be used. Motion to
approve items A,B, C, and D – by D Elion. Second – N Young Vote 3-0
Item 6. Katheryn Nassburg
305 Campbell Street
AKA 802 w 3rd, 818 West 3rd St, 65-004-109 ca 1880
The Emery House. Large three story Victorian Queen Anne style residence. Brick building with a
multigabled slate roof (slate replaced w/asphalt 2000). Features patterned brick and decorative tiles
around the house. Three large decorative chimneys with tile insets. Mullioned dormer windows and fish
scale gables. Front porch with turned posts, railing and woodwork around roof. Protruding center bay.
Designed by Eber Culver for the Emery family.
A. Repair of replace existing black membrane roof as needed to stop leaks.
Tabby Nassberg requested an emergency item for her property at 305 Campbell Street. She has a severe
water leak at the rear lower roof section and will either repair or replace the existing membrane roofing
system. Motion to approve – N Young, second D Elion Vote 3-0
