800 W 4th Street
A. Remove steeply pitched iron exit stair on east side. Construct new stairs similar width but with a
lesser rise. Build with P.T lumber stringers and risers and composite treads.
Finish with custom made wrought iron railings that match other rails on the building. See attached
drawing.
B. Paint-colors: Same as previously approved, existing.

A. Prep and paint as needed with previously approved colors (COA June 21, 2011) Benjamine Moore

A. Remove existing 3 tab asphalt roof. Repair any damaged soffit, fascia, eve trim with wood to same
as original appearance. Replace all damaged underlayment and include shingled roof vent, a dark drip
edge and all weatherproofing per code and manufacture specs.
Install Landmark or GAF Timberline NS, Architectural Shingles, of a slate or slate-gray color on all
roof areas.
B. Remove existing gutter system. Install ½ round gutters and round downspouts. Brown or painted
brown. Aluminum or galvanized material.
MINUTES HARB September 16, 2025
Meeting called to order 6:35pm. Present-Tony Visco, Dante MieleElion, Mary Rucinski, Hannah
Ramsauer.

Property owners in the Historic District must obtain a Certificate of Appropriateness (COA) before performing exterior
alterations, repairs, improvements, demolitions, or construction. There is no fee for a COA. Applications are available at
Historic Architectural Review Board (HARB) – City of Williamsport Applicants should include photos, drawings, and any
information to clarify a project. Submit at least one week before the HARB meeting. Meetings are held monthly, usually on the
3rd Tuesday, in Trade & Transit II-144 West Third St. at 6:30 PM. A representative of the applicant should attend. City
Council issues COA’s. Applicants can discuss a request with Council if they disagree with HARB’s recommendation

Tony Visco made a motion to accept. Dante Elion seconded. Accepted, all ayes

64-002-101 1865 Herdic House-Park Home. 2 story brick Victorian Hotel of
the Italianate style. Paired brackets supporting eaves, decorative carved,
arched lentils, and brick quoins. Large porches with arches. Designed by
Eber Culver for Peter Herdic. Remodeled as Park Home 1940. Originally
four stories, top two removed but retains integrity. Subject of a demolition
State Preservation Law case. Park Home vs City Wmsport

Possible Standards: #2….character of a property shall be retained and preserved. The removal of historic materials or
alteration of features and spaces that characterize a property shall be avoided. #6…if severity of deterioration requires
replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual
qualities and, where possible, materials.

Christina Coff from Park PlaceLLC was present and explained the existing metal steps served as a fire
exit, and are steep. New clients are occupying that area. These steps will be needed for client use so safer
steps are needed. Mr. Visco was familiar with the situation and noted the proposed steps will blend in and
better meet code requirements than the metal ones. Hannah Ramsauer made a motion to recommend
approval to Council. Dante MieleElion seconded. All ayes.
Item 3. Transitional Living Center

65-005-216 1885 Large 2 1/2 story brick Victorian Queen
Anne with a multigabled slate roof. Three story tower on southeast
corner with mullioned windows at the top, decorative brick panels.
Mullioned gable windows. Two large arched windows on second
floor, with stone keystones. Fan light in front center. Entrance has
sidelights and transom. Wrap around porch with a pedimented front and large columns. First floor
protruding bay on east side.

Possible Standard: #2….character of a property shall be retained and preserved. Painting is a recognized preservation
technique and should be completed in gentlest means possible.

Ms. Sinicropi, TLC, contacted HARB before the meeting. As request is only to re approve previously
approved paint colors and there were no changes, she was not required to attend this meeting. Tony Visco
made a motion to recommend approval to Council. Dante MieleElion seconded. All ayes.
Item 4. Mark Marino
1052-1054 Vine Avenue
66-012-122 1890 2 1/2 story wood clapboard Victorian eclectic house with
multigabled Tab roof. Cornice window heads, bracketed roof, sun burst gable
trim on wooden front porch. 4 by 3 bay. Wood turned posts/railing on porch.

Suggested Standards 5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that
characterize a property shall be preserved. 6. Deteriorated historic features shall be repaired rather than replaced.

Where … deterioration requires replacement, the new feature shall match the old in design, color, texture, and other
visual qualities NOTE: This is a renewal of COA’s from 2017 (roof) and 2023 (roof & other work), that have expired
without the work being done. There may be additional items added at the meeting.

Mary Rucinski said Mr. Marino could not attend the meeting but as the roof
appears to be much in need of replacement and was previously reviewed, in
2017 and 2023, thinks we should not hold up the project but proceed with a
review. Mr. Visco said if done properly the work should meet the standards.
A building permit is required. The board did not add other items from the
expired COA as we had no request from Mr. Marino to do so. Tony Visco
made a motion to recommend approval to Council. Dante MieleElion
seconded. All ayes.
Item5. Any Other Business – No updated information re HARB/HARB Ordinance.
