The purpose of the HOME-ARP Program is to provide homeless and near-homeless assistance and supportive services through specific eligible activities to “Qualifying Populations” (QP). The HOME-ARP Program is funded through the U. S. Department of Housing and Urban Development (HUD). HUD CPD Notice 21-10, titled: Requirements for the Use of Funds in the HOME-American Rescue Plan Program (CPD Notice) describes the program. HUD allocated $888,134.00 to the City of Williamsport for use from April 29, 2023, to September 30, 2030. The City of Williamsport Community and Economic Development Department will assemble a project selection committee, compromised of City staff, to participate in the scoring and deliberation process. The City of Williamsport Community and Economic Development Department’s first responsibility was to undertake a plan for the use of the funds beginning with a description of the needs of the homeless and near homeless populations in the City as well as the gaps in services to address these needs.
