HOME ARP Application

The purpose of the HOME-ARP Program is to provide homeless and near-homeless assistance and supportive services through specific eligible activities to “Qualifying Populations” (QP). The HOME-ARP Program is funded through the U. S. Department of Housing and Urban Development (HUD). HUD CPD Notice 21-10, titled: Requirements for the Use of Funds in the HOME-American Rescue Plan Program (CPD Notice) describes the program. HUD allocated $888,134.00 to the City of Williamsport for use from April 29, 2023, to September 30, 2030. The City of Williamsport Community and Economic Development Department will assemble a project selection committee, compromised of City staff, to participate in the scoring and deliberation process. The City of Williamsport Community and Economic Development Department’s first responsibility was to undertake a plan for the use of the funds beginning with a description of the needs of the homeless and near homeless populations in the City as well as the gaps in services to address these needs. The City completed the plan in June 2023, HUD approved the plan and authorized the City to proceed. View the approved plan.
